European Bank issued the following announcement.

As the last full year of operation of the Project Complaint Mechanism (PCM), the 2019 Project Accountability Report summarises the work undertaken to promote environmental and social accountability – on EBRD Bank Projects during 2019.  The report provides detail on the cases managed by PCM and their outcomes, as well as the outreach activities undertaken to promote access to the Mechanism.

Over the course of the reported year, an ambitious Policy Review, aimed at enhancing the Mechanism’s efficiency and effectiveness, culminated in the approval of the 2019 Project Accountability Policy. As of 1 July 2020, the PCM has been replaced with the Independent Project Accountability Mechanism (IPAM) that brings significant changes to the structure, governance and operational procedures of the accountability mechanism and will strengthen the Bank’s accountability mandate.

IPAM’s work is guided by the principles of independence and impartiality; transparency; predictability; equitability and accessibility.
