Procedure for obtaining information

Information from the Register of Bank Accounts and Safe Deposit Boxes (RBASDB) can be obtained electronically by a physical person holding a qualified certificate of qualified electronic signature (QCQES). The QCQES issued by an accredited Bulgarian certification services provider should contain a UPIN of the physical person.

Technical requirements

QCQES should be installed successfully in accordance with the instructions provided by the selected certification services provider.

To use the service, you should get acquainted with the Guidelines for the use of electronic services from the RBASDB information system (BG).

Manner of payment and time limits for making enquiries electronically

Pursuant to Ordinance No 12 on RBASDB, information on an electronic carrier from the Register is provided free of charge to physical persons within a 14-day term, and within a shorter period against payment of a fee, as follows: Fees for information from the Register of Bank Accounts and Safe Deposit Boxes.

Time limits for issuing statements begin to run within the working time of the Bulgarian National Bank (BNB) from 8:30 a.m. to 5:00 p.m., after the application for issuing a statement has been registered at the BNB.

The fee payable for providing electronically information from RBASDB shall be paid in advance at a virtual POS terminal, available at the BNB website, with a debit or credit card Visa/Mastercard/Bcard.

Personal data protection

The BNB is a personal data administrator under Regulation (ЕU) 2016/679 of the European Parliament and of the Council on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (General Data Protection Regulation) and pursuant to the Law on Personal Data Protection (LPDP).

The personal data and documents provided by you are protected in accordance with the provisions of the Law on Personal Data Protection and are processed for the purposes of Art. 56a of the Law on Credit Institutions.
